How long have u been working? You mentioned that you are still under probation period.
Employer cannot reject your resignation because in your offer letter, it has stated clearly that either you serve one month notice or pay in lieu of one month salary.
Usually manager will hold on ur resignation letter due to the short notice of your resignation while he couldn't find replacement / he needs you to have a complete transition to your colleagues. Of course, if he needs you to serve longer period, he should discuss with you. However, no matter how long he hold / delay approving your resignation, ur notice period start counting from the day you tender. Unless both parties agreed to postpone your last service day.
