I've been reading from http://forum.lowyat.net/topic/868281 ( Section 'B' : General Tweaks & Localising Your iPhone: )
I'm using Iphone 3G unlock non JB version so, I've read the tips there for mass change from Outlook .
QUOTE
1) In Outlook, highlight all contacts and export to .csv format.
2) Open the .csv file using preferably an advanced text editor such as Notepad++ and do a search & replace.
3) In "Find" entry put: type=pref:016 (016 means looking for all DiGi contacts. Repeat this step with 012, 019, etc)
4) In "Replace with" entry put: type=pref:+6016 then search. Make sure you tick "find exact match only" to prevent f***ups!
5) Once done, double check then save the .csv and import it back to Outlook or whatever program you opted to use.
Those on Mac can use Smultron as the advanced text editor.
I just advancing this step using Regular Expression . I'm using PSPad ( http://pspad.com ) . 2) Open the .csv file using preferably an advanced text editor such as Notepad++ and do a search & replace.

1. from the csv file ctrl+h (find and replace )
Find: "0([0-9]{1}) (find any text starting with "0x" )
Replace: "+60$1 (replace the result with +60x where x is the result form the Find )
It's easier and match all of malaysia number and don't mess with "0/0/00" ( I think birthday) re export it back to outlook and sync
I hope its help someone with the mass change to outlook
Cheers.
