Typical home connection here has 512kbps of upload bandwidth. That translates to around 57-58 kbytes of upload, after factoring out signalling traffic. So imagine a website image at ~100kbytes. That'll take 2 secs to load for a single user. Now imagine 10 users requesting the same image at the same time... It's going to become 20 secs for everybody to get their stuff assuming requests are distributed evenly.
Try to let pages load within 10 secs.
Conclusion: If you're only hosting a hobby server with minimal files/mostly text and filesize optimizations and few users (2-3 MAX simultaneous users), your home line should do. Otherwise, go dedicated. Remember that consumer connections do not have Service Level Agreements, which means it won't be as stable as a business grade SDSL line.
