Downtime Undersea sub-cables have just broken..., Is the internet going down?

Not only torrent. HTTP downloads are also slow. My max download speed is around 6kb and then it will drop until the connection times out and my download will be aborted. I wonder when they are going to fix this. Previously, I can download up to 55-60kb.
