I not sure what is the arrangement currently. My experience way back in 2011 once you got accepted by AKPK you will get a letter from them stating how much to pay each month and the duration until full settlement. The counselor will discuss with you beforehand to come up with a schedule which you are comfortable with. For my case it took me almost 7 years to completely clear my RM80k ++ debts comprising CC + personal loan. If you got the extra cash to make full settlement just approach the bank and they will give you a redemption letter stating how much to settle and only upon settlement will they issue you with a release letter.
Now i'm living without CC and successfully apply for car and housing loan.
