You can still use your credit card.
If you have multiple cards under multiple banks, just settle all balances on one card/bank and put the others under the AKPK problem. Discuss with your officer the options available.
Once you are under the program all CC under the program will be cancelled and you won't be able to apply for new ones or take any new financial commitments.
But the point of AKPK problem is to teach financial prudence. If CC spending is the one getting one person in trouble then best not to have any.
Early lump sump settlement is possible. The amount will be less than your full term settlement due to shorter interest period. But as some already mentioned, your principle amount is non negotiable.
You can also contribute more than your agreed monthly payment at any time. Any extra payment will go towards your final balance for earlier settlement. You can check in with your officer to update your balances.
Again, talk to the APKP officer. They work for you.
I am glad people are taking the APKP option. I see a lot of people getting into debt because of poor financial management. I would recommend it.
