Anyone know of any archiving software like winzip or winrar that allows queuing?

For example, when I want to unrar lots of rar files, instead of having them running in parallels, I want them to run in sequence, one after another. That is much faster compared to them all trying to grab the resources concurrently.

open source to the rescue....
7-zip will extract your archives one by one if you use the file manager.
