Yes, by right it should so but unfortunately, the SA told that I am not "eligible" for EPP 12 months payment because I withdraw EPF for the 10% downpayment - which is said to be the requirement for the package/scheme.

I went to the sales office just now to settle my 10% downpayment.
I managed to get the EPP 0% 12 months payment using my CC.
Just approached those ladies sitting in the counter straight away, they will get it done for you.
DON'T approach your SA....
