To me, SF4 is an SF game entirely on its own and at this point I could not pinpoint its closest counterpart.
I notice people play footsies more with this one and take advantage of the Focus Attacks / Cancels a lot. 3S bases on the luck factor due to its parrying system, making it quite random at times. People are not afraid of jump-ins but they should be, in SF4.
And the thing I dislike about 3S is its tight execution where technical characters like Yun and Makoto have high tier rankings due to their favourable gimmicks e.g. Genei-Jin, grab mix-ups, stun games. This may turn off many people especially those still on the learning curve. I can't believe I've been playing it for years too, but SFHD got me sucked-in to what SF is, and SHOULD ever be - a simple game for everyone, and can be technical if needed without it being a necessity

But Viper really feels like she belongs to another game.
