Looking at the link, this guy "fgb301lakje9hacked" has private feedback. Based on Click Here, he can't sell items in ebay. How come this still happen? Is it because of ebay loopholes or other reason?

I'm selling on ebay as well but not sure about leaving feedback private. I don't mind people see what are the item i am selling and a good positive feedback from buyer is important to me. Problem is some people just want to buy stuffs and not leaving any feedback even after I leave them feedback.
