How much is the brokerage fees? Is it still RM28 or changed to RM12?

Anyone can access e-settlement on I Trade platform? It keeps giving me error when I try to access, asked my dealer and he mentioned that must download the I Trade Pro software, but mine already expired, does it means we must pay?
