The DLC's are locked to your gametag. If you have paid for it before, just simply redownload it if it doesn't appear. There is no extra charge
If it is just moving a hdd from one console to another, the game saves are still there. I used to pass my hdd around to share xlive/saved games when im not using it anyway. So if I want to play the save game from my friends, I can just take his HDD and continue from there?
