I agree. Papa -has- the pics within a reasonable timeframe, so he must be given the benefit of the doubt.
Having said that, that 2600XT has issues la. Didn't you all realize that the bus interface part of the GPU-Z screenshot reads PCI-E 2.0x16@x1? That means it has been forced to x1, something is wrong with the interface.

If you guys really want to do a test, I am willing to come and bear witness. Or, can send the card to me I can test too.

Well you can see that right now (as of the screenshot) it's running at x1. Whether or not it can only run at that speed, or it's a BIOS settings error I don't know, need further testing.
