to withdraw money from your pay pal (if you have money inside pay pal account), you got to have either a debit or credit card. And for withdrawal, there will be a charge of USD5. You can withdraw yr funds max up to USD500 per transaction. If you withdraw fund using credit card, it will be consider as cash advance n subject to 5% cash advance fees imposed by yr credit card. However if you withdraw funds via debit card, there's no fee involve beside the USD5 withdrawal fees imposed by pay pal.
Not all debit card allows you to withdraw pay pal money. Currently is only Visa Debit Card from Public Bank. Maybank VISA don't allow online transaction. Mastercard Debit Card also not allow to withdraw pay pal money.

Is ez to apply PB Visa Debit card.Just go to the branch or do it online.Anyone can have a debit card as long as they know how to deposit money otherwise you are unable to do any transaction.

If you want to wothdraw from the bank, then you have to have a banking account in singapore or USA.Banks in Malaysia do not pay pal fund withdrawal (Bank Negara rules)

I wonder if Citibank Visa debit card can be used. I emailed PayPal and they replied, saying that as long as it is Citibank and it's VISA, it should be fine. I've yet to try it.

Ive done it before, its possible but like how its advised by DrezzUp, the end charges may be a little on the high side unless youve made a killing using Paypal and dont really mind the charges. I still do it from time to time, but nowadays I no longer bring the cash out, but rather withdraw from Paypal direct into the Credit Card account, meaning using Paypal to pay off any outstandings I have with the bank. So no hard cash, but still cash received biggrin.gif
