Your explanation is too deep la.
Try to off all your effects and lower your resolution. Then type in console "cg_drawfps 1" without the ". Normal smooth game should be 125 FPS (Frame per second), if below 50 FPS you're in trouble, as in your gameplay won't be smooth. |

What's the type of the proc? E8400? E7400? Specify it.
Now I don't understand, whether your hardware or the buggy CoD:WaW itself. |

Try update your GC driver, if necessary try to flash the BIOS and format it, but I can't guarantee you whether it'd be successful, as your case is the first.
