Nope it's not a bug. Taverns now gives a bit less satisfaction per level, you'll need to upgrade it more. Until then just turn the citizens into slingers rather than losing them.

if not.. just avoid it..

sulfur town ? well , if he blocked your town, you can move your troops to my town by defending my sulfur towns. When he blocking, you able to move your troops within the town and even cargo. Too bad my sulfur town is damn new and out of storage to help you protect your goodies.

that is called a mobile town. meant to avoid the blockading harbour and fully attack the town

Mobile colony is a stretegy to bypass your opponents navy and makes it easier to attack someone far away from your towns. You just set your temporary colony somewhere near your enemy (or on his/ her island itself), move your troops there (assuming there're no ships blocking it) and start pillaging.

Of course it has some disadvantages, one of them is your opponent can prevent you from abandoning the mobile colony by sending ships/ troops/ spy to it.
