PSU... hard to say. A good 500-600W is certainly enough with a normal GFX.

For stability's sake run 24/7 at 3.3-3.4, I think voltages are quite lower.

if u oni ply with am2 thn can get asus m2n-e as bro sepul OC b4 with limited Vdimm 1.95v max..
personally sugest u get a AM2+ mobo with 790/sb750 chipset mobo, will support for new am2+ Deneb too..   i'm sure whn it is release, thn u sure cnt tahan c ppl OC, thn u oso will go n get 1 to ply   so u beter get a 790 board, for budget u can buy biostar ta790gx series....

You need some basic of overclocking ..Try checking 1st page..

if really wan to oc ...learn how to oc 1st...like bios setting
mobo ...good 1 can oc ...with solid cap , got good bios  , nb and mosfet nid cooler
CPU ....must hv a good cooler
Ram ---at least got head spender and fan cooling
PSU ---at least  500Watt true power or more  (depend ur rig hardware)
1st time oc ...just start oc 5% from stock ...then 10 , 20 , 30 ,.........  until u feel enuf

to check  ur rig stable or not  plz go......... 1st post and download those program  example like orthos

Mobo,CPU,RAM important..
Mobo if no budget get Abit AX 78 RM 250
PSU even CM Extreme 460W enough..(Depends on ur GC)
RAM use Value RAM enough..you need to learn the basic first..

What mobo i am using?
If using HD4850 maybe Silverstone ST50F..
