Recommended AMD 790FX/GX, as this is a 65nm Phenom based Athlon.
PSU... hard to say. A good 500-600W is certainly enough with a normal GFX.

For stability's sake run 24/7 at 3.3-3.4, I think voltages are quite lower.

this mobo with oni 3phase and 2 power mosfet for each phase oni... it is electrolite cap, not solid cap,, mayb can OC but a lilltle bit only... js my 2 cent ,
not familiar with this board..
BTW ur 38 is which stepping? F2 o F3??
