2) Assuming you're referring to the official Apple Store at http://store.apple.com/my, then yes.

3) That is a question best directed to the Apple Store. We (general use) here have no stake and need to "convince" you to buy anything from there.

Technically, the iPod Touch has been tied into "education" by Apple, thanks to iTunes U. And nimrod, you're forgetting that kids these days have CCs or access to them before they even get a job.
