So , the funny things is this penolong kanan ask me go inside his room personally and tell me tons of reason i am not exempted bla bla bla , maybe i thought it is april and GST stuff , so there is change of law , so i got nothing to say , and i also notice he take out that AK form and dont want to chop it , luckily my exporter got include extra copy for me to keep. after that he strike out the exemption part and tell me to pay 26% , i can choose not to pay , but my stock will be held in there, it is because i travel very far and i need the things urgently, so i have no choice but to pay it and do aduan later on. After that i come out from this penolong kanan officer room , i go back to counter 1 and make payment , then this siti rahidah assistance was in shock why he do that , it was supposed to be exempted. After I told her whole incident , she told me something not right and she took a photocopy of my AK form and all legal invoice , she say she want to keep it to protect her from being frame by this penolong kanan.She also told me the penolong kanan is their superior , whatever he say they cannot do anything to change it . So i just pay it , and collect my stock. So the next week , i called my exporter to check on my AK eligibility , they told me GST just replace the current sales tax , and import duty is almost all already exempted by 2015 , and 2016 is definitely everything 0% from korea. For 2015 , only certain sensitive item is exclude from import duty and phone casing ( plastic ) is definitely no import duty if use AK form . In singapore , brunei , indo etc phone casing ( plastic ) is definitely all exempted using AK form from korea. So I called MITI , Ministry Of Trade to explain the whole incident, they also told me the same things , korea and japan is strict on this and wont simply give out AK form for exportation. But they told me best to report this to custom department. So next i called custom depart , forward me here and there , and all dont have good knowledge on ASEAN trade agreement, the customer service ask me back APA itu AK form ? , kita ada agreement with korea ker ? I tak faham la , encik I was laughing and pissed at the same time. Since im nt far away from putrajaya , i went to the relevant tariff department and tell them the whole incident.... There is one officer who have knowledge on this and they told us that the tariff system has not been updated since 2013 , and mostly still use back 2013 tariff due to lazy to update it and not much changes, but for AK its varies from each year depend on agreement, but definitely now is closed to agreement ending year , impossible the exemption is still 20% which is the tariff without using AK form, it is useless to issue AK form if the tariff do not have discount rate. And he told me that penolong kanan kuasa quite big and is consider above him, he cannot do anything but to give me advise on me ONLY . He told me i can lodge a report and he say mostly that money cant be get back already or a will get a long delay refund because if u choose to pay that time , mean I already agree with the custom broker assessment already. I also ask him why the tariff is fix , the custom broker still can change it or modify it ? He told me it is up to the customer broker because he got his own reason to assess based on multiple reason. They can give 0% tax as well , which we call it duit KOPI. All assessment invoice is generate manually by the officer. == what he told me is next time is, try to avoid that officer , or choose not to pay first and lodge a complain , but it will a bit troublesome as i need to travel to KLIA multiple time. You can file a complaint against that officer but from my experience it will only do more harm to yourself rather than him unless you have big shot supporting you. the putrajaya custom department is consider quite friendly and honest in giving me advise , many things he just ask me bear with it because this is malaysia another knowledge i gain from them is on GST , the current GST 6% replacing existing 10% sales tax is actually will lower down the price a lot , especially those Samsung LG electric appliances that has AK form is fully exempted for any duty and that 6% GST can claim back if merchant register as GST merchant , so basically it is importing at 0% tax free rate Many consumer are still not aware of this , and many merchant simply raise up the price because of GST .
