I have tried to look through the net search but couldnt find any
information on how to start developing a simple trading system.

Things I wish to know are:-
1) What programming language can be use?
2) Any website related on coding guide / website that share all the coding problem?

why not just sign up with one of those online brokers and rip it off from there (reverse engineer)

So i wish to get some website / guidance.

Make sure u wipe ur mouth clean and dont get caught with any signs that u "copied", most banks guard their programs jealously and will use all means to squash and kill any offenders. (i.e. they self develop their own interface or payed alot for it)

Try this web site, its the latest development a prototype for the future that will wipe out remisiers/dealers (3rd parties) from the market. (thank god not due anytime soon)
