16' tyre is slightly cheaper than 17' tyre. u just told ur dad the dark color rim is not easier notice the dirty lo.

coz mayb the insurance haven fully pay them lo, normally they receive full amount from insurance company only allow u take back ur car 1. once not yet receive it they will hold ur car 1st.
