It looks like that the 0 Raizer will be permanently piloted by Saji Crossroad and Haro. While Marie Perfacy will be piloting GN Archer, which can change into a stand alone MS and also combinable with 0 Raizer.

If u read carefully at the source above, at the section Special Equipments and Features,
beside combinable with Arios & 0 Raizer, also stated there
Combinable with GN-0000 00 Gundam

While technically a Celestial Being manufactured MS unit, it's not a Gundam. It has no solar furnace to power the unit, it's suspected of utilizing GN particles from its GN Condensers or electrical power."
