Maybe Lockon didn't move to attract some of ALOL MS towards him, so that Ptolemy didn't get attack furiously
perhaps he purposely didn't move (and fire) to make ALOL think that he got no more GN particle to do so, and they think they can attack him easily. and by doing that, he distract some of ALOL MS towards him rather than all go chase Ptolemy  as a decoy...
