I dont think so its a browser , U can put a picture U like to ur desktop like a sticky.
Right click on ur desktop,properties,desktop,customize desktop,web,new,browse(Find the picture U want , I think it support all image),ok and apply it(Without apply it wont show up).U can now see a picture stick on ur desktop , U can move or resize the picture to ur liking and U can tick on lock desktop to prevent resizing or moving the pic.

I use rainmeter. Using the 10foot HUD.

And the software i use minimize. Its a software that allows you to minimize your windows on desktop. Since I don't use taskbar.
