They will open remaining slots to public after a certain time I think. That's what they did last year.

It's not confirmed. But they will be opening uncollected slots after a certain time, leave a message in the WGT thread in Competitive section and ask them.

Configs should be able to be replaced. But some commands could be banned. Like in CS.

Err what did they win? Until today I still have no idea what are they giving out as prizes lol.
