 reset vista setting without cd, how?

how to reset the vista setting without the cd?-----because my vista cd is not bootable.
i don have restore point,so the retore is not work for me.
something wrong with my vista setting,i hope can be fix without deleted anything.
anyone help?

internet setting,may b i i change something the regedit.exe
and then my internet download torrent so slow,i m using bolehvpn.
but in xp,i can get full speed with the bolehvpn.
that's y i think my vista setting got problem.
surpose in my vista can get full speed with bolehvpn.

if it is regedit problem, u can only recover if u hav backup or hav system restore point.

even if u can boot ur OS cd 2 repair the windows, it won't do any good.
repair windows just replaces missing & corrupted windows file, won't fix the registry if its modified.
