like many have already said, your friend should visit a dermatologist.
if her condition is as described, her eczema doesn't seem to be that serious. still concentrated on a few spots only and not spread out to her whole body yet and it doesn't itch everyday. even my condition (i've eczema all over my two legs and elbows, itches everyday) is not considered that serious for doctors.
ask her to apply moisturizer a few times a day for a period of time. maybe it's just dry skin and not really eczema. it takes a lot of patience but it can be cured. it's not a hopeless case.
