You sure it's not transfereable? I done this as PC Technician, i called them, i told them i changed new hardware, and required activation by phone, they still let me activate it with no problem.

It is OEM, the license belong to you UNLESS, you buying branded PC. Which is most probably impossible to do anything. If you bought branded PC such as Dell, Acer which bundled together with the license, i'm not sure how it gonna be. But if you custom made PC and you bought the OEM Windows urself, yes, it's possible.
