If either one of the bride/groom is under 21 years of age, one of the witnesses must be the father of the <21 year-old, unless he is dead in which a death certificate must be produced.

If both bride and groom are under 21 years of age, both witnesses must be the fathers, unless either one is dead in which a death certificate must also be produced.

If both the bride and groom are above 21 years of age the witnesses can be anyone.
