DLCs can be used:
a) freely by any gamertag on the console it was downloaded on
b) by the gamertag who downloaded it, on any other console, but has to be signed it to XB Live to do so

in your case of multiple gamertag accounts, everything should be fine just as long as you stick to one console. XBL remembers your purchases, you can re-download them as many times as you want. just get another hard drive and re-download your DLCs as needed. no need to involve memory cards and other consoles.
