Many things are consistent including the technology, cork, string, glue etc. The only variant is the feather. Goose feather quality changes depending on the weather. When winter time, the goose feather tends to be thicker thus stronger. Summer time goose feather tends to be thinner thus weaker. Unless you always keep the goose in the freezer (with thousands of geese) and you only produce shuttlecocks with winter goose feather (which is not enough to meet the market demand)  , it is quite impossible to have the same thickness of goose feather throughout the year.
