If you are aware of what you are doing... I think you can find them fairly cheap ... and does the job for you too !!
If you are not aware of what you are doing ... you might get somebody who cut your throat and doesn't do a good job

To be a web programmer
Master HTML, CSS, PHP, Javascript and MySQL at least

If you still need to check the internet very often for codes. I don't think you should be programming a web for somebody else.
