Because your fren key in too many incorrect code now its block. Its a feature to prevent ppl to abuse it.

i tink check ur simcard box or thing tht comes togehter wif ur sim.. got ur PUK code.. use it..

 ended up calling the helpline/service centre.. and they unlock it in no time..  |
