Means a person dont act violently but support violence is a correct way to punish people who misconduct properly?
That depends on how he view things i suppose?

IMHO he is right if he is some one that oppose to taking the law into his own hands, for example if he thinks that its wrong to go punch some one if he thinks that some one broke the law, but instead he would make a police report and if by law, that some one who broke the law is punish by being punch by the police, its acceptable

Or he might have no balls to act violently hence he needs some one else to do the job for him
