1) Make a clean installment of your ati driver. After uninstalling it, boot to safe mode. Use Driver Sweeper and CCleaner to clean your remaining files and registries. After that boot to windows and make the installment. Or,
2) Try to use a different DVI-VGA dongle or use a DVI-D to DVI-D cable if your monitor allows it.
3) If above still gives you the same problem, find a friend with a similar system and try your GC on his system. Do the same as above for your friend's system. Preferably find a system with high PSU watts or +12v single rails.
If all 3 tests doesn't solve anything.. it's RMA time
