No luck involved if you know how to check backlink quality.

Go to expireddomains.net sign up for an account (wont see full list without an account) then use the filters to find domains that had your desired page rank before they expired. Then use majesticseo to check out the domains backlinks, if you feel the quality and quantity of the domains backlinks are high enough just purchase the domain at any domain registar for the normal cost of registering a brand new domain. Make sure you add each domain to unique c-class ip when adding a site and that the whois information is either private or fake. I'm not going to give away all my tricks though as that would mean less domains for me to buy.
