IMHO, govt shld regulate all this additional chg.
Service charge - shld be remove from all bills (ie in the United States they pay service charge if the service is good normally at 10 to 20%) this increase productivity and better service (however due to marehsia culture i think most would not even bother to pay even service is good, attitude problem)
Govt tax - if chargeable need to provide licence number on the receipt. (so that we keep all receipts year end we audit our receipt, and if find out not payable then we claim and less out from out personal tax/claim back from paying to GOVT!!!) then GOVT go after this restaurant and fine them watever amount they want. ie maybe 10% of the GOVT revenue loss on collection of taxes just like THEY fine us if we pay late.

why ALWAYS penalize the public who earn peanuts and let the big fish run away

maybe now we keep the receipts and lodge complains to customs. proof of payments to them but fail to remit to govt.
together we can get this charges remove altogether.
