tar.bz2 is a compressed file. You need to uncompress it first and then compile it against your kernel headers which makes it confusing to newbie.

Actually you don't need it.
Your Ubuntu kernel has come with sis and sisfb modules.
So does xorg support for sis.

You might want to read this: http://www.winischhofer.eu/linuxsispart1.shtml

Yes, I read that sis's xorg driver has problem with sis662 when resoltuion set above 800x600 or colur depth more than 16 bit.

You have several otion to overcome that problem:

1. Use vesa driver instead of sis
Edit /etc/X11/xorg.conf:
Change:
Driver "sis"
To:
Driver "vesa"

2. Use lower colour depth:
Edit /etc/X11/xorg.conf, under Section "Screen":
Change:
DefaultColorDepth 24
To:
DefaultColorDepth 16

3. Use lower resolution
Edit /etc/X11/xorg.conf, under Section "Screen", SubSection "Display"
Change all:
Modes "1024x768" "800x600" "640x480"
To
Modes "800x600" "640x480"

4. Get new premium xorg driver from the url I gave before:
i) mkdir SIS
ii) cd SIS
iii) wget http://www.winischhofer.net/sis/sisp.tar.gz
iv) wget wget -O disable_internal_ddc.txt http://ubuntuforums.org/attachment.php?att...68&d=1193260638
v) wget -O sisp_xorg_version.txt http://ubuntuforums.org/attachment.php?attachmentid=46239
vi) install dependencies:
sudo apt-get install unp xorg-dev libdrm-dev
vii) extract and patch:
unp sisp.tar.gz
patch -p1 < sisp_xorg_version.txt
patch -p1 < disable_internal_ddc.txt
viii) compile and install:
make
sudo make install
ix) reboot and pray

Good luck.

What do you mean by visual effect?
If you expect 3D... it is not supported yet even with premium driver.

I doubt it will work with vesa or stock sis driver in xorg.
Try option 4, compile that driver. Still does not support dri/opengl, but atleast it has hardware acceleration.
Replace this:
vi) install dependencies:
sudo apt-get install unp xorg-dev libdrm-dev

with:
sudo apt-get build-dep xserver-xorg-video-sis

so that it willl install all the necessary build dependencies.

* The problem: SIS is reluctant to release it's 3D driver to end user. Only provide it to manufacturer.
