I think the real situation is: PAS Youth calls for ban on Avril Lavigne. The government (UMNO) people take advantage of this by actually banning her, making the blame fall on PAS. Which means this is done for a political reason.

Interestingly, Beyonce Knowles actually went to perform in Indonesia. Although the world's most populous Muslim country, they're officially not an Islamic state, and are more open to things than us at times.
