I think information regarding the foundation program can be found on the uni's website. Alternatively, you can call the admission officer or email them. But as far as I know, there isn't any intake for foundation in January. This is perhaps to cater students who have just gotten their SPM results, can't decide what they wanna do and last minute applications/decisions.

I believe the foundation program is catered for the uni's undergraduate program. But you might be able to apply to other unis/private colleges, but I suppose admission will be on a case-to-case basis, depending on your results and the unis you apply to. If you wanna have more options, possibly it's best to do A-Levels, SAM, CPU or IB.
