No. 1: I can't really help you-- you have to find out yourself, I think. Maxis doesn't seem to list any details on their BlackBerry plans on website at first glance, and I have work to be doing and not Googleing things like this...
No. 2: You have the choice of going with either of the three big telcos Celcom, Maxis or DiGi, or the University contracted BB provider, Extreme SNS: they have wifi packages at 384 kbps @ RM ? (I think it was RM48 or something like that)/month and 512 kbps @ RM60/month. If I were you, I wouldn't go with the SNS-- their wifi service SUCKS LIKE HELL. Over here I'm less than 300 m away from the bridge to campus, and they cannot provide good service with little downtime. On campus is different story since it's wired, but off campus-- last year their wifi had less problem, dunno why this year service is soo poor. A LOT of outages and very unreliable. You may want to ask others in Edu Square at TTS 5/5 how the service has been there though; I was there last year and service was acceptable.

Maxis has a student BB promo, but IMHO less desirable than DiGi, since their monthly quota is only 1.5 GB as opposed to DiGi's 3 GB. Maxis BB for students also more expensive, if I'm not mistaken. Their speed is probably faster than DiGi's though, but not sure. It depends on whether there's high speed cover here or only EDGE (slower).
DiGi student plan is not bad; RM100 upfront as 2 months payment (for Malaysians, foreigners must pay RM300 and use credit card to auto-pay), and then RM58/month flat rate, regardless of usage, though after you go over 3GB quota they will moderate your online activities (in other words restrict your P2P speeds) and throttle you down to EDGE speed in high speed coverage area. The bad thing is that here in Semenyih their speed is slow: max 240 kbps only because of EDGE network coverage and no high speed cover. So if you play games online or watch a LOT of YouTube, don't go for DiGi (or prepare to wait a while for YouTube to load
