Sorry I don't get what do you mean by over the top. hmm.gif

As you've mentioned that streamyx's best effort has given you 160kbps DL speed. Shouldn't it be 1.5Mbps as you've subscribe for 1.5Mbps?

No such thing. Their license is a national license, they can even broadcast it in the jungle if they want.
