I suggest to take the open water course at Redang. 4D3N all inclusive costs around RM1500 (without air ticket / bus fare to Kuala Terengganu).

Redang Beach Resort, Redang Bay Resort, Redang Reef, all of them provide the study course.

To me, get it at Redang Beach Resort is most convenient becoz, flight to KT 45 mins > land transfer to KT jetty 30 mins > Speed boat 1.5 hour to Redang.

PADI certification is the best. Personal opinion.
