Whats different between PADI 5-Star Dive Centre, 5 Star Dive Resort and 5 star instructor development centre?

Finally my ordered fins arrived right before we depart to Bali. Will leave a feedback when my trips end and for the 1st time I will dive at Bali

I have fabulous dive with Aquamarine Diving Bali on their 10 days safaris. Their service really superb, but I want to know is there any M'sia dive centre offering premium service?

I think for fins, the shop at Bukit Jalil has wide variety of fins with friendly sales people.The key point here is to find a fin that is all rounder/efficient for me but i prefer open heel without bootie.
