Sunway University College will be hosting an inter-college cybergames tournament which will feature what we think are the three of the most popular games in Malaysia, Dota ( Defense of the Ancients ), COD4 ( Call Of Duty 4 ) and Cs ( Counter-Strike ). The details of this tourney are stated below :

Game Format
Game Version: v6.52c or newer stable map.
. Competition Method: 5 vs. 5
. Tournament Structure: Single Elimination
. Match Length: Until a winner is decided
. Match Winner: The player who completely destroys the opponent’s Ancient or if the opponent surrenders.
• Coin Toss
The match will begin with a coin toss and winner of the coin toss will get to choose:
(a) Sentinel/Scourge side of the map or
(b) Draft order
The side that losses in the coin toss can choose the latter.
• Heroes drafting:
- The team that starts off the drafting will have 1min 30secs to decide on the 1st hero, after which next team also gets 1min 30secs to choose their 1st hero. This process is repeated until all the heros are selected.
Team that fail to pick their hero within 1min 30secs, their turn will be skipped.
- If any team is found to have any hero which is selected differently from what was decided earlier, the referee has to be informed immediately. Team which made the mistake of selecting the wrong heroes after game starts will be penalised (Warning or Game Loss).
In any situation when any team did not select their heroes according to what they have decided, referee will use the heroes’ selection list recorded to verify if that team is guilty of making the mistake. Then referee award warning or game loss if the team is found guilty of making the wrong selection.
• Game Mode: Extended League Mode. (-Ap mode will be typed in-game)
1. Both teams will be allowed to take out up to 4 heroes from the pool of heroes before drafting starts. This will work based on a 1-1-1-1-1-1-1-1 format. Teams can choose to stop taking out heroes before the maximum 4 heroes limit and their turn to take out the heroes will be void.

2. Team two will take out / skip the chance : 1 hero
3. Team one will take out / skip the chance : 1 hero

A maximum of (but may not up to) 8 heroes can be taken out before the drafting session happens. After the taking out draft finishes , teams will proceed to pick the heroes for the game.

Game Play
1. Sharing:
. Sharing of item is allowed as long as the game permits.
. It is not allow to suicide to pass Rapier.
. Sharing control is allow
2. Item Limitations :
. No item is restricted.
3. Backdooring in games is allowed.
4. Winning: Completely destroy the tree or the throne of your opponent or your opponent concedes the game
Tournament Rule
(*Note: Teams that broke the following rules and regulation would be disqualified. This decision would be made by the Chief Marshal)
1: Gamers must report to the respective game zone 10 minutes before the match. Participants who are late for more than 10 minutes will be disqualified.
2: Abusive behavior towards the staff will result with a permanent ban in which no foul language can be used to the opponents.
3: The Game Marshal has the authority to take disciplinary actions, as from the moment he enters the field of play until he leaves the field of play after the final whistle.
4: Once fixtures are fixed, neither delayed nor postponement will be allowed.
5: Dress Code: Minimum dress code should be T-shirts & Jeans/Pants with covered shoes. The following will not be allowed into the tournament area: 1) Slippers 2) Torn Jeans 3) Shorts 4) Singlet
6. Disconnections:
• Teams are persuaded to save their games frequently during a match in order to compensate for disconnects
• Disconnect before a hero has been killed: match restart
• Disconnect after a hero has been killed: remake from the save game.
• The teams must save game right after first blood
• Final decision is make by Head marshal ,unless teams can agree to a decision by themselves.
• After a remake all players have to pick the same heroes as before, buys the same items and must go to the same starting lane. On initial creep contact, the players may change lane
Abuses & Exploitation
1. A player is allowed to play for 1 team for the entire duration of the tournament. Any substitutes for a team must be approved by a senior marshal before the game starts.
2. Trees Trapping (Disqualification):
Trapping enemies in trees intentionally is not allowed.
3. Pooling (Warning or Game Loss):
No pooling of any sort is allowed. This means that items bought with a player's own money cannot at any time be carried by any of his teammates. Items bought with the player's own money can only be carried or sold by him.
This rule only applies to players on the same team. Players can pick up items dropped by their opponents.
Sharing of allowable items are allowed to be transferred but not sold.
4. Pause Abuse (Warning or Game Loss):
During hero selection. From the point after hero selection process is completed, pausing without any valid reason is disallowed.
5. Creep Blocking (Disqualification):
Creep blocking is not allowed but creep slowing is allowed. Blocking here refers to the prolonged blocking of creeps to disrupt their usual path. (ie: Using Chen's creeps to block the entire entrance of the base for a long time.)
6. Bugs Exploitation (Warning , Game Loss or Disqualification):
No Exploitation of any known old or new bug discovered during play. Explanations like "exploiting/activating the bug unknowingly", "we had no idea this bug existed" or similar excuses will not be entertained. Participants/Teams are expected to know what these are.
Examples of Bugs:
Earthshaker using Fissure to target out of the edge of the map. Results in a fatal error in some instances. Any players found doing this will be disqualified.
Black King Bar cannot be shifted or dropped. Any players found doing this will be disqualified.
7. Penalties Awarded:
Warning: After warning is given games goes on. If two warnings are accumulated then the team will be ejected from the tournament upon receiving the two warning.
Game Loss: Game loss given to a team mean the team loses the current game no matter what is the result of that game. A win would be awarded to opponent instead.
8. No foul language throughout the tournament. (Warning or Game Loss or Disqualification):
9. Player could immediately inform the Game Marshal if he/she finds out that they have made a wrong item. An
immediate surrender of the fault will be handled by game marshal accordingly. (Warning & Disqualification).
10. Any complaints from team that signed the confirmation slip would not be entertained, any complaints must be
done before so.
11. We seek everyone’s cooperation to the rules and hope that by implying the rules to the league, everyone can have a fair game and most importantly, have greater fun.

General
• Competition Method: 5 vs. 5 (Team Play, 5 players per team)
• The first team to win 16 rounds wins the match.
• Extra rounds will be played until the winner is decided
• Admin may install third party program and/or join as an observer for tournament operations purposes, such as verifying match results or gathering match data.
General Game Setting
• Rounds: 30 Rounds (Max rounds format): 15 rounds as Terrorists and 15 rounds as Counter-Terrorists per team (If a team scores 16 rounds first, the match is ended immediately.)
• Victory Condition: The first team to win 16 rounds.
• Round Time: 1 minute 45 seconds.
• Counter-Strike, Terrorist will be announced before the match or decided by coin toss.
• In the case of a tie after regulation, 6 extra rounds will be played. (3 rounds as Terrorists / 3 rounds as Counter-Terrorists per team)
• Extra Round restart money: $16,000
• In the case of a re-tie after 6 extra rounds as stated above, 6 more extra rounds will be played until the tie is broken.
• Official Maps: De_Dust2, De_Inferno, De_Nuke , De_Train
• Only players that are registered on the team, at least before the signup stage 2, are allowed to play. A player can only be on one team, meaning that you cannot play for two different clans in the competition.
• Only team leaders are allowed to use public in-game messages (messagemode1) within a match. The rule also applies when dead. Use of messagemode1 by any member other than the team leader shall result in a warning. Other team members must only use team message (messagemode2), while in a match.

Unfair Practices Subject to Penalty
• Team members may communicate verbally if they are alive in the match or when all team members are dead.
• The player is deemed dead when the screen is completely faded to black. If a bug occurs and the screen doesn’t fade to black, the player is deemed dead three seconds after he/she has fallen.
• Any player who has died cannot communicate by ANY means (No gesture or verbal communication will be allowed) with any other team member or opponent until the beginning of the next round.
• If a player continues to communicate after he/she is killed, the team may be given a warning or lose by default at the referee’s sole discretion.
• Boost (2 jump-assist): Only three players at the same time is allowed to boost. That means: two player can help another player.
• The players are allowed to move silently by pressing the Duck key repeatedly. A player found using this method with scripts may be given a warning or lose by default at the referee’s sole discretion.
1. Bunny hopping is allowed without script.
2. Silent run is allowed without script.
3. Binding "+duck" to the mouse wheel is forbidden.
4. Using "+duck" behind a box is authorized.
• C4 must be installed at a viewable location. Installing C4 at a location where a boost is required is allowed. You are not allowed to boost while planting the bomb!
• Silent C4 installation is considered bug play. Such an offense may result in a warning or loss of all remaining TR rounds at the sole discretion of the board of referees.
• Throwing grenades over buildings in all maps are allowed.
• Any use of the flash bang bug will result in a warning at the minimum or loss by default for the offending team.
• Use of personal model/skins (includes weapon skins)
• Use of personal map texture
• All cheat programs
• Use of map bugs in play (e.g. Map swimming, auto aim, etc.)
• Use of unfair but available scripts (e.g. silentrun, attack+use, centerview script, norecoil script, etc.)
• The server master can and will check for the use of any unfair practice or script, even those not listed above, during each match.
• If referee decides that external conditions (Press, Team Leader, Player, Spectator, etc) give unfair advantage to a player, the team may be given a warning or lose by default at the referee’s sole discretion.
• If a problem occurs with flash bang bug, the referee reviews the demo file and the offending team loses the round. The match continues normally.
• HLTV Proxy will join the game servers for Tournament Broadcast
1. To test for HLTV flash bugs, players must follow the directions of the server master or referees. (This have to confirm)
If disconnection occurs during a match
• If all the players cannot play due to an unintended, unforeseen accident such as server stoppage,
1. - Before the 3rd round starts: restart the match
2. - After the 3rd round starts: Disconnected player must re-connect to the server. The round is continued unpausing, and if the disconnected player cannot connect to the server, all players must wait during the freeze time after the round until the disconnected player connects to the server. At this time, the match may continue by unpausing. (Not a restart)
• If up to 3 of all players are unintentionally disconnected: The score for that round is discarded. The game is paused after the round during the freeze time, and all players wait until the disconnected players are connected to the server. When all players are connected, the match may continue by unpausing the game.
• In the case of intentional disconnection, the referee may decide to end the match with the offending team losing by forfeit.
• Protests can only be filed by the team leader (i.e.: a player that represents the team)
1. - If a player does not agree to any rules, he/she can express his/her protest to a referee before the completion of a match. Any intentional refusal to connect to the match server can result in a default loss for that team with the decision to be made at the sole discretion of the referee.
• If a rematch is decided by the head referee, the team that does not follow this decision will be subject to disqualification.

Game Mode : Hardcore for S&D, Normal mode for other maps. S&D round switch is 2.
Game Format : Best Two out of Three Games randomly chosen by marshals.
Spectator Mode : Team Only
Friendly Fire : Enabled
Victory Condition : Highest Score or Match Point (8 points for S&D) at end of game time.
* Each game will be set to a max of 15 minutes while TDM: Crash will have a max of 10 minutes and S&D round time is 1 minute 45 seconds.
Perks not allowed : Sonic Boom, Martyrdom, RPG, Frags x3 & Special Grenades x3
* UAV, Airstrike and choppers are allowed in all Normal games.
* Only UAV is allowed in Hardcore mode.

Time Start & End
• Tournament will begin at 10am sharp. Teams are given up to 15 minutes to be present and accounted for before the tournament begins.
• Each tournament round should last between 30 to 45 minutes. Teams are given 5 minutes to prepare and warm up.
• Teams are required to be present during the tournament arena should the rounds start early (this way everyone can finish up early).
Side / Bracket Selection:
• Side selection will be decided by a coin toss by the marshall. Side selection will be done for every round.
• Teams will be given the opportunity to select their own bracket on the day of the tournament itself, if they arrive earlier before 10am. This is subject to availability. Check forum for updates.
Setup and Configuration:
• Teams will be given 5 minutes to warm up before the match starts.
• No non-standard game settings or third party applications that affect game play may be used.
• Teams being caught using either will be punished at an administrator’s discretion.
• Demos (replays) of each match will be required by every player. In the event of a dispute, the tournament administrator may need to review a particular match demo. If a player is found to not have a demo, the team is subject to penalties up to and including disqualification at the administrator’s discretion.
• Players cannot upload their own profiles from the internet or thumbdrive. A default level 55 profile will be provided.
Warnings and Dispute
• Teams will be given 3 cumulative warnings before being disqualified. Teams that disobey the rules mentioned here for more than 3 times in any 3 of the game matches will be disqualified without question.
• Judges/Marshalls decision will be final.
• If players wish to dispute about the opposing team, team leader must inform the marshall immediately of any inconsistency with the opposing team.
Disconnections
• If a server disconnection occurs within the first 8 minutes after the match starts, the match will be restarted.
• If the server disconnection occurs after the 8 minutes the game starts, the team with the highest score will be declared the winner of the match.
• If any player from either team intentionally/unintentionally disconnects, the match will continue with insufficient team members.
In-Game Messaging and Communication:
• Competitors are not allowed to use global in-game chat in an abusive, offensive, vulgar or spamming manner at any point during a match. This includes pre-match, intermission and post match periods as well.
• When a match is live, only team captains are allowed to use global in-game messages. Other players must use team-only in-game messages.
• Violators of these rules are subject to punishment at an administrators’ discretion, which may include player suspensions(s) or forfeiture of the match.
• All match disputes must be filed by a team captain with the tournament administrator immediately.
Real Time Chat aka Dead Silence
• Players can speak to team mates but are not allowed to speak to the competitor. Any abusive, offensive or vulgarity towards the competitor will automatically disqualify the team.
• Players can only speak when they are still alive in-game. Once their players are killed they are barred from speaking. This only applies to Search and Destroy.
• Players can speak freely in TDM, HQ and Domination
Personal Equipment:
• Players are encouraged to bring their own gaming equipment but will be required to provide the drivers on a thumbdrive for installation if needed. The organizers are not responsible for any fault / damage arising to the installation.
• The organizer will not be responsible to provide full equipment to the participants
Explanation of Game Modes
TDM : Teams must gain the points by eliminating opposing team to get the highest score.
S&D : Each team is to destroy target A or B by planting a bomb at its location. Teams must prevent the opponent from defusing it. (8 rounds)
HQ : Gain points by holding the HQ.
Domination : Capture and defend the flag to gain points.
Rule Changes:
• The Organizers reserve the right to modify the rules as needed. This includes changes due to software updates or releases, competition committee decisions and all other changes deemed necessary to online tournaments.
• Teams are responsible to check the rules on a regular basis and prior to every match to ensure they are in complete compliance. Teams must understand that rules listed are guidelines to ensure fair and competitive play and are subject to interpretation by the administrators based on the spirit of the game.
Future Tournament Restrictions
• The champion team, 1st placing will be barred from the next tournament organized by New Era Interactive Software. The team will only be allowed to participate in the subsequent tournament unless stated otherwise. This will only apply to tournaments organized by New Era Interactive Software Sdn. Bhd.
