I sometimes see a character will sort of like flash in blue and absorb a projectile, what is that actually? A focus attack timed correctly?

To those who just wanna beat arcade mode, spam Zangief's spinning hand (spinning lariat or something like that). This is just to beat the AI (easiest to hardest), you will not gain any skill. And please don't use this against human players, you'll get pwned beyond repair lol.
