Welcome aboard, mate! I must warn you though, especially since you're not new here. People tend to get cranky and easily agitated when they see questions that have been answered over and over again before. So, if you have tonnes to ask, be sure to Google it first or at least search through the forums before asking, or you'll be experiencing the calm before the storm.

Which iPhone are you currently in possession of? 1st Gen or 3G? Basically, the iPhone connects to "Internet connections" using either WiFi, EDGE and now, 3G. (no tethering to PCs yet as far as I know) If by your 'network', you mean your WiFi access point, go into
Settings > Wi-Fi and connect to your designated WiFi AP. Once the connectivity icon appears on the top bar, it means you're connected and you should then be able to access the Internet, provided the WiFi AP you've connected to has Internet access.
As for your second question, I'm surprised you didn't think of looking up these questions before making the RM2k+ investment to purchase the phone

Basically, unlike most other Nokia, Sony Ericsson and Samsung phones available locally, The iPhone can only be used on specific telecommunications service providers chosen by Apple. Apple signs contracts and agreements with these specific carriers in different countries, which in turn, gives these carriers exclusive rights to selling and marketing the phone. These phones will be locked onto these carriers and cannot be used on other service providers. For example, there's no such contract in Malaysia just yet, but if let's say Maxis manages to acquire the contract, the iPhone will not be able to be used on other carriers such as DiGi and Celcom etc.
Thus, the whole idea of unlocking is to patch the phone in order to allow the phone to be used on other carriers. The iPhone you currently have in possession is probably locked onto AT&T or O2, depending on its country of origin. Thus, you will have to unlock it before you are able to make phone calls and use the other phone features like text messaging. For more details on how to perform the unlock, start Googling and/or searching the forums. You wouldn't want to have people flaming you for questions like "how to unlock my phone". It can get VERY nasty.
Good luck!
