If blower noise is your greatest concern, then you really have to avoid Panasonic (from my own experience) & York.
Have you taken a look at Daikin? Was told that it is quite silence. Not sure if it meets your stringent dead silence requirements or not. All the blower units are bound to produce some level of noise from its motor (after some usage) Short of that, to comply with your dead silence requirement, you may have to consider the Air Cooled Chilled water system. |

Anyone can comment on the Sanyo air conditioner...
Found its price to be very cheap. RM699 for 1HP basic (exclude installation) According to this site, it says that Sanyo air conditioner are now under Haier http://www.sanyo.com.my/ |
