In theory, yes. But in practice, you never know. That is also the case with public water supplies in Western country when there had been cases of public water treatment breaking down and people dying because of it.AFAIK, all public water treatments do 2 things only:
1. Remove insoluble stuff like dirt and sand etc. Same as your Back Wash filter.
2. Kill bacterias and viruses using Chlorine. Back Wash filter can not remove some of the smallest bacteria and all viruses.
If you don't want to take chance, my suggestion is:
1. Get a charcoal filter that will filter off dissolved chemical, some can cause cancer. No public water removes these. It will also removes the bacteria killing Chlorine so these filtered water must not be kept too long.
2. Get a UV light to sterilize any 'too-small-to-filtered-off' bacteria and virus. So no need for further boiling.
Just make sure you buy quality filters that are certified by NSF etc and conform to Standard 52(?) and for UV lights, Standard 55(?)
